Messenger Account Limits and Rules: What Meta Allows, Restricts and Bans

By ADSSPEED Team · Published · Updated · 6 min read

Can you have more than one Messenger account?

According to Meta's Terms of Service (effective 1 January 2025, read 3 October 2026), the Terms govern Facebook, Messenger and Meta's other products. Section 3.1 tells people to create only one account, their own, and use it for personal purposes; not to share their password, give others access to their account or transfer it without permission; and says people cannot use Facebook if Meta previously disabled their account for violating the Terms. Messenger accounts are Facebook accounts, because Meta's Help Center says you need a Facebook account to use Messenger.

Facebook's Help Center puts the multiple-accounts point plainly: "It's against our Community Standards to maintain more than one personal account." For a business it says you can use your personal account to create and manage a Page.

The phone app's account list does not change that. Meta describes it as a way to save accounts and switch between them, up to five, and ties it to Facebook's name policies and Community Standards on authentic identity. The Terms still apply to every account on the list.

What do Messenger's sending limits look like?

What you seeWhat Meta's pages sayWhat to do
A warning about sending too many messages or too fastLimits exist to reduce messages people may not want, such as spam; you need to stop sending so many or you may be unable to sendStop and follow the warning
A cap on chatsYou may be limited to five chats depending on factors including location and violation historyReview the Community Standards
You can't send or replyMeta names a lot of recent messages, messages against the Community Standards (which may temporarily restrict the account) and app, device or Internet problems. On facebook.com, messages marked as unwelcome or a block between you and the other person are also namedUpdate the app or browser, check the connection, confirm nobody has blocked anybody
Blocked from sendingThe block is temporary; you can still connect with confirmed friends through Facebook, and may also be blocked from sending friend requests for a whileWait; afterwards message only people you know and use your everyday name
Forwarding limitsAfter a past violation, limits on what you can forward from one chat to another within a periodReview the Community Standards

Meta's pages do not say how long a limit lasts. If problems persist, the Help Center says you can report the issue.

What is a DEMA, and is it a second account?

No. Meta's Help Center says you need a Facebook account to use Messenger; you can then deactivate Facebook and log in to Messenger with the same details. That is a Deactivated Except Messenger Account (DEMA): you can still chat, your picture shows in Messenger conversations, and you are not searchable on Facebook. People who used a Messenger-only account must update it to a DEMA, and Meta says that without an update within 90 days they lose access, and that the account is deleted after a further 60 days.

What follows a broken rule?

  • Suspension or disabling. Section 4.2 of the Terms says Meta may suspend or permanently disable access if it determines you have clearly, seriously or repeatedly breached the Terms or policies, in particular the Community Standards.
  • Escalation. The Account Integrity standard says continued violations, despite repeated warnings and restrictions, or severe safety risks, lead to an account being disabled.
  • Messaging restrictions. Temporary, as described above.
  • Appeals. Facebook says you have 180 days to appeal a suspension, and that the period varies by region. After a permanent disablement you cannot ask for another review of that decision.

Which habits keep you inside the rules?

  • Keep to one personal account, and use a Page for a brand.
  • Use the name you go by every day, as Meta's pages advise.
  • Message people you know, and leave promotion and unsolicited messages out.
  • Stop when Messenger warns you about volume or speed.
  • Give colleagues access through the Page, not your password.
  • If software must answer messages, use Meta's Messenger Platform for a Page: its policy says automated chat experiences must tell people they are talking to an automated service when the law requires it.
  • Keep each account in its own browser profile so you always know which one is open. That helps you work carefully; it does not change any rule.

What if you already have two accounts, or a decision looks wrong?

  1. Duplicate accounts. Download what you want from the account you will drop, add the account you keep as an admin of any Pages or groups, then delete the duplicate. Facebook does not offer a merge.
  2. A suspension or disablement. Use the appeal route on Facebook's help page; do not make a new account.
  3. A sending block that looks wrong. Use the report option the Help Center lists and keep to its advice meanwhile.

Where ADSSPEED fits

ADSSPEED is a desktop app for Windows and macOS that manages many browser profiles, so each account you manage can stay signed in in its own profile with its own cookies, local data and browser settings. A proxy can be set per profile or assigned in bulk, profiles can be opened, stopped and organised in bulk, and profile data stays on your own computer. It does not change Meta's rules or limits, and it does not make a second personal account allowed. Use it only for accounts you own or are authorised to manage. ADSSPEED is not affiliated with Facebook Messenger or Meta.

Frequently asked questions

Is there a limit on Facebook Messenger?

There are two kinds. The phone app saves up to five accounts for switching. Messenger also limits sending to reduce spam: Meta says you may be limited to five chats depending on factors including location and violation history, and warns that sending too many messages or sending too quickly can leave you unable to send.

Can you have two Facebook Messenger accounts?

Messenger uses a Facebook account, and Meta's Terms tell people to create only one account, their own, for personal purposes. Facebook's Help Center says maintaining more than one personal account is against the Community Standards. Brands use a Page, and people get access to it through Page access.

Why is my Messenger account restricted?

Meta's pages list sending a lot of messages recently and messages that went against the Community Standards, which may temporarily restrict your account. On facebook.com, messages marked as unwelcome are another named cause. Meta says the block is temporary and that you can still connect with confirmed friends through Facebook.

Can I merge two Messenger accounts?

Facebook's Help Center says Facebook does not offer a way to merge multiple accounts. It suggests choosing one account, downloading what you want from the other, adding the account you keep as an admin of any Pages or groups, and then deleting the duplicate.

Can I use Messenger without a Facebook account?

Meta's Help Center says you need to create a Facebook account first. You can then deactivate Facebook and keep using Messenger with a Deactivated Except Messenger Account (DEMA). Anyone who used a Messenger-only account has to update it to a DEMA to keep using Messenger.

How long does a Messenger sending block last?

Meta's pages say the block is temporary but do not give a length. They advise stopping the behaviour you were warned about, then messaging only people you know, using your everyday name and reviewing the Community Standards. If problems persist, the Help Center says you can report the issue.
